Mr. William Tan Kian Seng, Managing Director, holder of Employment Agency license for Foreign Recruitment Centre Pte Ltd was involved in the manpower business for more than 25 years. In the late 70’s. Mr William Tan sent many workers from Singapore, Malaysia, Philippines and Thailand to work in the Middle East.

As Singapore progresses, he began to recruit workers/engineers from various countries to work in Singapore. Foreign Recruitment Centre Pte Ltd established since 1994 have been approved by the Singapore Ministry of Manpower to handle workers from all approved countries including China.
